ProPublica, along with The Washington Post, Bloomberg, The New York Times and Dow Jones, the publisher of The Wall Street Journal, sued the Small Business Administration on Tuesday over its refusal to release detailed information for loans provided through the $659 billion Paycheck Protection Program.

We need to know the number of big chains that applied for and received the money.

The PPP, which provides forgivable loans to small businesses, was launched by the $2.2 trillion CARES Act as one of the central government programs to respond to the coronavirus crisis.

The program has been plagued with problems, and five weeks after it was launched, the SBA has yet to divulge the names of any recipients. The names of a few — Shake Shack, Ruth’s Chris Steak House and the Los Angeles Lakers among them — have come out through other means. Those three returned the loans after an outcry.

Axios and the Seattle Times too. Axios returned the money, which was around $5 million. The Seattle Times, however, took the approx $9 million.

What about religious orgs? A story from a dubious media org claimed that many religious orgs applied for and received PPP money. If true, then those orgs need to lose their non-profit status. I don't consider religious orgs to be small businesses.

I don't consider media orgs, like the Toledo Blade and venture capital-backed Axios, to be small businesses either.

These are mall businesses located near our home that I consider to be small businesses that qualify to receive PPP money if the owners desire.

“Enormous amounts of taxpayer money are being committed to what is supposed to be a lifeline for millions of struggling American businesses,” said ProPublica General Counsel Jeremy Kutner. “The public has an urgent right and need to know how it is being spent, and whether it is being directed to those most in need. State officials are re-evaluating whether to kick workers off unemployment benefits if they don’t return during the pandemic, Ohio Department of Job and Family Services Director Kimberly Hall said.

Hall’s announcement comes after news first reported by Vice on Friday that a hacker developed code to muck up a section of the Ohio unemployment system in which employers were to report workers who didn’t return to work during the pandemic.

The anonymous hacker released code to allow anyone to submit fake information to the state’s site, which was then simplified by a software engineer to make it easier for people to use. Vice reports that the hacker said his goal was to overwhelm the system with incorrect information, which would make it harder for the state to weed out the legitimate submissions and deny people benefits.

Despite the release of the code, state security measures were able to thwart the false reports, Ohio Department of Job and Family Services spokesman Bret Crow said.

“As a result of this incident, ODJFS implemented additional security measures to address this issue," Crow said in an email. “This attack is considered a distributed denial-of-service attack, one that attempts to disrupt traffic of a targeted network. Based on the form generation and validation process, this attack was a low risk to disrupt traffic. No false claims were processed by ODJFS.”

That seems like a contradiction: "tests that are accurate, rapid, easy to use, low cost ..."

The antibodies test has proven to be highly inaccurate, at least the version that is quick and easy. Apparently, the best antibodies test involves taking a blood sample back to a lab for analysis, which is not rapid and it might be costly, but it's accurate.

I don't know if it will be possible to test for Covid-19 and to test for the antibodies in a rapid, easy-to-use, and inexpensive manner that is also accurate. Accuracy is most important.

Harvard says it won't take $8.6 million in coronavirus relief funding after all, a day after coming under fire from President Trump.

A reporter asked Mr. Trump at Tuesday's White House briefing if he was going to request that big companies return money they received through the government's small-business loan program, as Shake Shack had announced it would do. The president instead brought up Harvard, which had an endowment of $40.9 billion last year.

But why did Harvard APPLY for the small business loan? Actually, it didn't.

However, Harvard disputed Mr. Trump's assertion. The university said it did not apply for the government's Paycheck Protection Program for small businesses — nor did it receive any funds through that program.

"President Trump is right that it would not have been appropriate for our institution to receive funds that were designated for struggling small businesses," the school tweeted. "Like most colleges and universities, Harvard has been allocated funds as part of the CARES Act Higher Education Emergency Relief Fund."

The Higher Education Emergency Relief Fund makes up about $14 billion of the $2.2 trillion stimulus package signed by Mr. Trump last month. Harvard initially said it planned to use all of the nearly $9 million it received to "provide direct assistance to students facing urgent financial needs due to the COVID-19 pandemic."

However, on Wednesday, the university announced a reversal.
